Egypt Government Moves to Extend Social Insurance to Informal Workers and New Categories

Prime Minister Mostafa Madbouly chaired a meeting to discuss incentives for informal workers, freelancers, and Egyptians abroad to join social insurance.

• Madbouly convened the meeting on July 14, 2026, with the ministers of finance, social solidarity, and labor, and the head of the National Social Insurance Authority.
• National Social Insurance Authority head Gamal Awad said the authority is coordinating with the Ministry of Labor to provide full insurance coverage for delivery workers, possibly classifying them as contractors.
• Awad stated new categories will be added, including members of the Cinema and Journalists syndicates, holders of seafarer passports, and traditional handicraft workers.
• Madbouly directed the formation of a working group to prepare a final proposal for incentive initiatives, to be submitted to the Cabinet for approval.
