Libyan factions split over US mediation initiative as Boulos tour sparks conditional support and reservations

US envoy Massad Boulos has conducted a tour in Libya, drawing diverse reactions from political and social forces that range from full support to conditional backing and demands for a written framework.

• The General Command and the House of Representatives in eastern Libya announced their support for the initiative, urging the Government of National Unity to declare a clear position.
• The Political Gathering of Fezzan said it supports the initiative but conditioned that on a clear election mechanism, a transitional timeline, and guaranteed participation for the region, rejecting any arrangements based on "de facto powers."
• The Council of Elders and Notables of Misrata stated it has not received any written document and said no proposal can be accepted unless it explicitly provides for a constitutional referendum followed by parliamentary and presidential elections.
• The High Council of State said the initiative lacks a written document, with member Muhammad al-Maazib stating that Boulos himself acknowledged there is no complete US proposal, and the council rejects any settlements outside institutional frameworks.
